Development:
On January 31, in Portland the Committee on
Maine's Infrastructure will have its first meeting to kick off the
planning for the 2012 Report Card on Maine's Infrastructure. Peter
Merfeld, Chair of the committee is still looking for volunteers to
assist the effort. Though assistance in all areas is welcome, Rails,
Passenger Transportation, Ports, Wastewater, Solid Waste, and
Contaminated Sites and K-12 Schools all need additional help or a

Study. The Study, begun in April 2009, evaluated the
transportation needs for the fastest-growing residential market in
Maine which currently has the worst traffic congestion in the State.

volunteer day with Habitat for Humanity in Portland.
Our project is on South Street in Freeport, Maine. The weather
report looks to be excellent! Click the attachment for directions,
liability forms, and information. In the attachment there is
useful information from HFH. Please print and bring your liability
form. For the work that we will be doing, all volunteers must be 16
years old. Habitat will provide all the tools we need and ASCE will be
providing lunch and water. We'll be working on framing, and the site is
very open, so don't forget to bring sunscreen.

Ecohydrology for Fish Passage (Fish Passage 2011), which promises to be
an important national forum for researchers and practitioners to
exchange findings and experiences on fish passage issues. Fish Passage
2011 will be of interest to researchers, educators, practitioners,
funders, and regulators who have an interest in advancements in
technical fishways, nature-like fishways, stream restoration and
stabilization, dam removal, road ecology, and the myriad of funding,

June 24, 2010 - Open House/Ribbon Cutting Ceremony
for Jennifer Turner Project House in Auburn, ME. Tammy Nosek,
President-Elect of the Mid-Hudson Branch, has been leading the Jennifer
Turner Project to build a house in Auburn, ME for a handicapped person
named Jennifer Turner and construction of the house is nearing
completion. A ribbon cutting ceremony/open house is being planned for
next Friday June 24th at the site. ASCE National is planning on having a
representative attend and the Department of Agriculture's Rural
Development Agency will be on hand to present Jennifer with an award.
The local TV stations and news media will be covering the event.

June 10, 2011 Maine A/E Charity Golf Tournament.
Please join the Maine Section ASCE and the Maine Chapter of the American
Institute of Architects for our annual golf tournament. This
fundraiser is now in it's nineteenth year and with the $4,000 raised
last year has generated $85,000 in donations for programs in Maine.

Annual
Meeting will be held in Brunswick, Maine
at the Frontier Cafe. Please join us for our
Annual Meeting, which will include a tour and dedication of the
Androscoggin Swinging Bridge as a State Historic Civil Engineering
Landmark. This 1892 bridge is a wonderful example of a Roebling bridge (legendary
designer of the Brooklyn Bridge in 1883) and we will hear about the
bridge history and rehabilitation. Please see the

tour and dedication, at the Frontier Café (only a short walk from the
bridge). We will have a social hour to reconnect and network, followed

Recognize Your Peers Each year, the Maine Section
ASCE recognizes an Engineer of the Year and Young Engineer of the Year. Many
of our colleagues often go unrecognized for their contributions. Please take
the time to submit information about a worthy colleague that fits the
criteria as defined. Submit your information to Philip Dunn at the following

Nominations will be received until April 26, 2011. There is no submission
form; nominators are asked to send a complete package that includes the
person's name, address, education, background, work and education history,
professional background, and any other information that would be appropriate
to support a nomination.
Civil Engineer of the Year
– presented annually to an individual who is a P.E. in Maine, has
demonstrated noteworthy engineering skills, and commendable contribution of
their time to the betterment of society.
Young Civil
Engineer of the Year – recognize the professional contributions of
younger civil engineers. The recognition is made to an engineer who is an
EIT or PE in Maine and is 35 years of age or less on May 1st of the year of
the award and has attained professional achievement.
Both awards are
further evaluated with a nominee meeting one or more of the following items:
1. Excellent performance in responsible capacity on a project
involving creative design, innovative construction, application of
unique technology, or management of a complex project.
2. Evidence of high character and professional integrity
3. Civic and humanitarian activities (community service)
4. Distinguished achievement in government or private service
5. Advancement of engineering knowledge by teaching at the college
level and/or conducting significant research
Maine Section Citizen Engineer – This award is to recognize
Civil Engineers who are known for volunteering their expertise to help in
their community or at a national level. These individuals have contributed
significant personal energy to enhance the recognition of civil engineering
as a respected profession through their involvement. Honorees
must be an engineer residing in Maine and they must have been involved in
their volunteering effort for a minimum of 2 years. The volunteering or
community service could include, but is not limited to:
1) community property restoration or construction
2) school age outreach (in schools or job shadowing)
3) judging math/science or school engineering competitions
4) assisting organizations that help those in need or with disabilities
5) assisting churches/other groups that send delegations to 3 rd world
countries 6) participating in
emergency/disaster relief assessments 7)
helping organize local public broadcast/articles on civil engineering
8) participating in disease research fund raising activities
9) serving on planning boards, school boards, etc. 10)
providing engineering expertise to community based efforts
April 26, 2011. Joint
Meeting with the University of Maine Student Chapter at the
University of Maine for our joint meeting with the Student Chapter.
This meeting between ASCE and the ASCE Student Chapter will have a
different feel to it than in years past is the “2011 Senior Gala: Bridge
to the Profession”. There will be no technical speaker at this
year’s meeting, however the capstone teams will present their technical
projects to a panel of judges, including the audience of professionals
and family members. This event will take place on Tuesday, April 26
at Wells Commons on the campus of the University of Maine from 3:00 pm to
8:30 pm. We hope that this will be an event that will continue to grow and
that people cannot wait to attend next year.

scholarships awarded to two outstanding high school seniors from Maine who

aspects relating to the theme “Transportation: 60 Years of

representing transportation organizations, transportation safety and
advocacy groups, design consultants, and product distributors who can

of Civil Engineers (CECE)
needs
your help to identify the current and future employment issues that are
paramount to our profession. Please take our brief survey online at

survey every six months in order to identify trends, and will use the
results of this survey to guide and focus future efforts addressed by the
committee. The survey results will be made available through ASCE's web site

9, 2009 - The Maine Association of Professional Soil Scientists, in
conjunction with the Maine Association of Wetland Scientists, the
Maine Association of Site Evaluators, the Society of Soil Scientists
of Northern New England and the Maine Forest Service is pleased to
announce a workshop which focuses on wetland delineation and
identification at Reid State Park in Georgetown, Maine. The workshop
includes a hands-on field exercise as well as a group discussion at
the conclusion of the field exercise. The primary focus of this
workshop is to compare actual wetland delineations and
identifications done using methods and protocol accepted by State
and Federal Regulators today (based primarily on the 1987 Army Corps
of Engineers 1987 Wetland Manual and Field Indicators for
Identifying Hydric Soils in New England) to those done using the
Draft Interim Regional Supplement to the Corps of Engineers Wetland
Delineation Manual: Northcentral and Northeast Region (which uses
Field Indicators of Hydric Soils in the United States and includes 4
categories for determining wetland hydrology).

Scholarship - The Maine Section is seeking applicants for its Civil
Engineering High School Scholarship. There will be two $2,000 scholarships
awarded to two outstanding high school seniors from Maine who plan to major

best and brightest youth toward careers in the engineering profession. This
year MEPC produced the "Engineerz!" rock-video television commercial
and a companion radio spot that ran statewide in the weeks leading up to the

Saturday April 28, 2007 Rebuilding Day 2007 - Rebuilding Together

Nationally, Rebuilding Together
has more than 250 chapters. This year, the organization will mobilize about
275,000 volunteers to perform work at 8,700 homes. The work was valued at
approximately $84 million. The Maine Section of ASCE is mobilizing
volunteers to make an impact on our community.

March 2007, New Committee Formed - Committee on Diversity.
The Maine Section has formed a new committee, the Committee on Diversity
chaired by Jennifer Paul, which is to focus on minorities in Civil
Engineering in Maine. The committee goals are to:
compare the status of women and minorities in Civil Engineering in Maine
to the rest of the working population,
review established procedures at both the UMaine Civil Engineering
program and at the MaineDOT,
review current ASCE diversity programs and activities,
assure that ASCE is representing Civil Engineering in the best light and
making the profession attractive to all individuals, and
work with other groups, agencies, or associations with similar goals to
promote Civil Engineering as a career choice for women and minorities.

Jan 8, 2007- Engineers Without Borders
- The University of New Hampshire student chapter of EWB is looking for a
professional mentor to accompany our team's implementation trip to Gougaram,
Niger. The trip is being planned for approximately two weeks in early
January. Exact dates have not been finalized, but the team will be traveling
from Paris to Agadez, near the site in Northern Niger, on Jan. 8 and
returning on the 15th. This project has been ongoing and a site
assessment trip was made last year around the same time. The project
includes constructing a rope and washer pump to be installed at a well that
will be used to irrigate a school garden. This trip will consist of not only
project implementation, but hopefully allow time for further discovery of
needs that our chapter can pursue. Their goal is to establish a lasting
relationship with the people of Niger.
The ideal mentor would be a civil or environmental engineer with experience
in low-tech mechanical pumps, powered by either wind or animal. For
logistical purposes we strongly encourage locating a mentor within the
Northeast Region. At your earliest convenience, please contact Matt

Maine Section Receives National Public
Relations Award! The Maine Section was awarded the
2005 State Public Relations Award
from ASCE National for our Sections outstanding work associated with the
2005 Engineers Week campaign and sponsorship. Maine was one of only
two sections that received the award. The Akron-Canton Section also
received the award for their effort in releasing the regions' infrastructure
"report card".
The ASCE Award Committee cited the
remarkable success of the Maine Sections' effort to "raise awareness of the
engineering profession and increase interest in engineering among school-age
children". The Committee also recognized the efforts to reach the
public through advertising the events and helping to raise public awareness
of Civil Engineering.
The award was presented to Section President
Robert Chaput by ASCE president Bill Henry at the 2005 Civil Engineering
Conference in LA in October. Congratulations to Maine Section
Secretary Erik Wiberg and those who worked on this award-winning effort.
The
University of Maine ASCE Student Chaptercompeted in the National
Student Steel Bridge Competition in May of 2006 in Salt Lake City. Of
the 45 competing teams, they placed 29th overall; placing 15th in the "aesthetics" category, and 16th in the
"stiffness" category. The University of
Connecticut, the other Northeast Region representative at nationals placed

February 20 - March 29, 2007 - PE Review Course - It's not too
late to sign up! A single site registration fee is charged, and an
unlimited number of people can attend the web based course at a single site.
To keep the individual costs low, the minimum participation for this course
will be 10 people, with the maximum registration fee at $200 per person.
The deadline for registration is Friday, February 9. At this time, if fewer
than 10 people have registered, the course will be canceled. If greater than
10 people have registered, the fee per person will be reduced – so let
everyone know!!
