The process is simple; please review the introduction and the Maine ASCE Constitution and Bylaws. Download the Voting Ballot and fill it in. Then you may submit your vote by email or regular mail.
Introduction: ASCE National requires that sections review their Constitution and Bylaws (C/B) every 5 years. Maine has neglected this task and the last time the document was reviewed or amended was in 1993. To address this need and requirement, the Maine Section Board formed a committee in 2005 to review the C/B and propose areas of needed change. The Board and the committee also reviewed an ASCE National document, "Sample Constitution and Bylaws" with the objective of bringing our document up to present standards. The changes identified by the committee ranged from the simple modification of changing UMO to U. Maine, to updating committees to match our actual Section practice, changing the format of the C/B document to match the recommended National standard format, or to the substantial procedural change of how the C/B itself can be modified. In accordance with existing C/B, a petition bearing 15 required signatures was submitted at the February 2006 Section Board meeting petitioning the Maine Section Secretary to submit the changes to ASCE National for approval. Approval from Nationals was received in summer 2006 with some minor modifications. Those modifications were reviewed by the Board and approved at the September 2006 Board meeting. The past few months have been used to process the information, prepare a ballot and to get this page up on the Maine Section Website in order to provide as many voting options as possible to the membership.
The current C/B voting requirement to authorize a C/B change is to receive ballots from a majority of members; thus we need your vote in order to ratify the changes. Please take the time to review the proposed changes and to vote. Ballots will be counted until enough votes are received from the membership to constitute a 'majority' of the membership. Note (03/05/2007): A number of members have commented that a 'red-line' version of the proposed changes would help in the speedy review of the affected sections. The Maine Board originally planned to post a 'track changes' version of the modification, but with the extensive modifications to bring the document into the recommended format (from ASCE National), all parts of the document were red-lined and the document seemed too confusing to be of benefit. As a substitute, the Section has prepared a tabulated general summary of the proposed changes. Click here to view the summary in a separate window.
