Ethics Course

 

The Task Force is planning to sponsor another ethics course similar to the one we sponsored about 10 years ago.  David McCaskill will contact Jim Hamilton about returning as the instructor and will coordinate the course through Leanne Hanson with the Joint Environmental Training Coordinating Committee (JETCC) to set up sessions in Bangor and Portland.

 

BMP Design Training

 

Marianne Hubert reported that DEP will be holding BMP Design training sessions on January 12th and 16th in Portland at the Holiday Inn West.

 

NPDES Phase II

 

David Ladd is the Stormwater Phase II Coordinator for DEP.  He gave the Task force an update of what he has been doing with the Multi-Sector General Permit for Industrial sites, which expired on October 31 and will be delegated to DEP from the EPA going forward.  David has sent letters to approximately 5000 businesses, which fall under this law.  They are being instructed to file a Notice of Intent (NOI) along with a $300 fee by November 14th in order to be covered under the General Permit. 

 

By filing their NOI they are agreeing to comply with the General Permit conditions.  The most salient issue is the requirement that they prepare a Stormwater Pollution Prevention Plan (SWPPP).  These plans show the entire facility and identify where possible contaminants might come in contact with stormwater runoff and employ BMP’s to prevent that as well as to treat the stormwater prior to leaving the site.  They also include Spill Control and Countermeasure Plans (SPCC) for possible contaminants used on the site along with periodic monitoring and sampling.  David is allowing 90 days for all facilities to prepare these plans and come into full compliance with the law.  An important point was the fact that things like wash water from concrete delivery trucks or wash water from crushed stone processing operations is considered a non-stormwater discharge and is not covered by this permit and would require an individual discharge permit to continue.

 

David has 2 full-time inspectors and is planning to visit each facility within the next couple of years.  He has initially focused on the Auto Salvage Yards and has prepared a model SWPPP for that industry which is available through his department.  More information is available on the website at http://www.maine.gov/dep/blwq/docstand/stormwater/multisector.htm and http://www.maine.gov/dep/blwq/docstand/stormwater/multisector/intro4.htm.
