Congressman Mike Michaud - Congress and Transportation Infrastructure This is a Friday morning breakfast meeting, from 8 to 10 AM at the Portland Wyndham by the Maine Mall in South Portland. The Maine Section of the American Society of Civil Engineers (ASCE) and the Maine Better Transportation Association (MBTA) invite you to join us for breakfast with Second District of Maine Congressman Michael Michaud. The focus of the morning will be on Congressman Michaud’s experience with infrastructure related activities as a member of Congress. He serves as a member of the House Committee on Transportation and Infrastructure and has been involved in numerous efforts to help improve the state of the nation’s infrastructure including specific projects in the State of Maine. Congressman Michaud will speak on his experience with these activities and will provide general information on the role of Congress with infrastructure. The presentation will be followed by a Q&A session. Note this is not a political event and the meeting will be specifically focused on these informational topics as a learning exchange between everyone involved. The Thomas Hill Standpipe holds 1,750,000 gallons of water, and is a riveted wrought iron tank with a wood frame jacket located on Thomas Hill. Built in 1897, it is the District's oldest standpipe and has been in use since its construction, helping to regulate Bangor's water pressure in the downtown area and providing water storage for emergencies. Our ASCE meeting will begin with an exclusive ASCE tour of the facility provided by Bangor Water District (BWD) staff, followed by dinner and a presentation by BWD and the presentation of the historic plaque designating the structure. New technologies, new regulatory developments, and recent economic
conditions have encouraged the exploration of alternative energy
sources. Ocean energy represents a renewable energy resource for the
future and Maine has tidal resources that are sufficient to make it of
interest for assessing the development of tidal energy facilities.
Michael Murphy, Director of Renewable Energy – Alternative
Technologies at DTA will provide an overview of the status of the
industry including discussion of selected proposed developments from a
local, national and international perspective.

A Joint Meeting with the Society of Women Engineers to be held at the Senator Inn in Augusta. Charlie Hebson of the MDOT will present information on the Restoration of the salt water marsh along Route 1 in Edgecomb. A 200-year rainfall-runoff event struck the mid-coast region of Maine over Columbus Day weekend of 2005. The biggest single asset failure occurred at Sherman Lake in Newcastle. The old Route 1 causeway beneath the existing Route 1 bridge washed out, draining the shallow lake and putting in motion a once-in-a-lifetime opportunity to restore over 200 acres of former salt marsh to something resembling its original state. MaineDOT undertook a public process to guide the final decision as to whether the dam should be rebuilt, or whether salt marsh restoration should be pursued. Mr. Hebson presentation will include information about the history of the site, the failure of the causeway, the review of alternatives and future restoration efforts. Adam Myers will present project
information about the conversion of the Cutler Naval Base. Closed in the
late 1990's, The Cutler Naval Communications Unit is located in Machias Bay
on a peninsula between Cutler and East Machias and is home to one of the
worlds most powerful transmitters, the VLF (very low frequency). The
facility was commissioned in 1961 to prevent the disruption of
communications
between the
Pentagon and submarines, ships and planes
that can occur in northern latitudes from Auroral effects.
The facility consisted of three coastal locations, totaling 3,000 coastal
acres and had some remarkable features, including over 2,000 miles of copper
wire underground and in the ocean. The two principal antenna arrays were
composed of 26 radio towers, some almost 1,000 feet tall. Cutler has it's
own power plant to provide power required by the 2-megawatt transmitter.
Join us at the Bangor Sea Dog, as Adam discusses the history of the base,
the closure process, the engineering challenges to redeveloping a military
facility for civilian uses, and the coordination of federal, state,
and local permitting. In addition to structural and architectural
renovations, the project has required development of new water supply
sources and wastewater disposal infrastructure all within hundreds of feet
from the Gulf of Maine.

Porous Pavement in
Cold Climates, Dr. Robert Roseen, University of New Hampshire,
Director of the Center for Stormwater Technology Evaluation and Verification
at the UNH Environmental Research Group. To be held at Governor's
Restaurant and Banquet Center, South Portland, Maine. Porous pavement
has received renewed interest as a best management practice in stormwater
runoff management. Porous pavements allow rain and snowmelt to pass through
into the pavement section, thereby reducing direct runoff from the paved
surface, providing filtering of some stormwater pollutants, and enhancing
groundwater recharge. Civil engineers need to understand the principles of
porous pavement design, the implication on site design and construction, and
the long-term maintenance, performance, and life-cycle costs in order to
help clients and the public understand when and where porous pavement
applications are appropriate. Dr. Robert Roseen, Director of the Center for
Stormwater Technology Evaluation and Verification at the UNH Environmental
Research Group, will present on the Center’s research of porous pavement
technologies, particularly as it relates to performance in cold climates
